I sincerely don't believe people like this can be rehabilitated. If at 13/15 you don't understand what you're doing is wrong, then something in your nature is broken. You don't need parenting or a happy childhood to tell you that stealing, being violent, and playing with another person's life is reprehensible. You either have inherent values, or you don't.
+1 We need to get over this idea that these "poor children" can all be saved and straightened out. The ones that can be reached, fantastic. The rest, well, good luck to them... And anybody who has to/wants to deal with them.
+1 agree There has to be a level of personal responsibility in order for any level of help/support/outreach/program to work. Again, NOT saying to throw troubled persons or children’s to the wolves, but saying that we cannot as individuals or society devote ourselves to “saving” people who will not take personal responsibility for their actions. Teenagers have a mind and conscience. These teenagers chose to go and steal a car AND bring with them a taser! That is pre-mediated intent to use. My gosh imagine if this were your husband/father or your child who this happened to or committed this. As your own child you know in your gut that he/she must face heavy consequences to restore integrity as a trust worthy member of society. This is obviously delicate to contend with but it is the only way forward and to true personal freedom.
