He could.

That would be the smart thing to do - not throwing people off unemployment in 24 hours, not shutting down the government in 72 hours, not ensuring evictions protections expire in 5 days, not halting vaccine dispersals and transportation in the same time.

He just doesn't seem to care. His excuses make no sense. If he wanted $2,000 - give the $600 down payment now and whip Congress starting next week to get the extra amount. But he wants pain.[/quote]

No, the minute he signs the combined bill he loses his leverage. The $2,000 has to happen while he still has the leverage and able to take advantage of the fact that the spending bill and the relief bill are combined this time (which almost never happens) due to ineptitude and immorality of our politicians in both parties.
