6) Luring dogs with treats does not solve the leash problem, so it is highly unlikely that he was threatening to give her dog treats. It is more probably that he wanted her to think that he was going to poison her dog, or take her dog.
7) If this was a white male, the media and court of public opinion would be on her side. A white male would have been seen as "mansplaining" the law to her, and threatening to hurt her dog.[/quote]
