My guess? Because they were in a [b]volatile and hostile situation[/b] and apparently about to detain the driver (“get out of the car”). Not saying that he was correct to do so, but think that this is the most likely explanation.

You occasionally see police doing this during traffic stops when there’s reason to believe there’s danger.
