Where did you say to specify "engineers" - and there are PLENTY who did not finish college. You can be an engineer without being a PE and having a license - someone else signs off on your work.

You can be an engineer without a PE but you won't be responsible for designing anything.
No one else is going to sign off on your work - you're going to be working inputting information in a computer somewhere or sticking light bulbs at the Home Depot or whatever while other people with PE's are designing stuff.
