This is part of the job description for the H-1B position that @Mizzou posted online. The claim that H-1B visas are only for highly specialized talent that no qualified American can fill is clearly a lie.

public universities are exempt from H1B limits

but not exempt from fraud.

“The university attempts to hire U.S. citizens and permanent residents through competitive recruiting processes. On occasion, the university hires highly qualified individuals that require an H-1B visa,” Ave reportedly said. “The university follows the federal rules and regulations in petitioning for these visas, including making the required postings.

The Justice Department’s Immigrant and Employee Rights Section (IER) enforces the anti-discrimination provision of the Immigration and Nationality Act, which prohibits citizenship status and national origin discrimination, unfair documentary practices in employment verification, and retaliation, according to the agency website.

The agency encourages workers who believe they have faced such discrimination to file complaints through its hotline or website.[/i]

Hiding job postings on hidden sites separate from the main job sites.  Both Apple in 2023 and Facebook in 2021 had similar patterns of behavior during PERM labor market tests:

They required applications by postal mail only
They did not follow the same recruiting processes as for normal open roles[/list]

As a result of these unusual practices, very few or no Americans noticed or successfully applied for PERM roles.
