Not even a little bit. If you did, you’d know that under current (and past) law there’s no feasible way for a guy in his position to get either permanent residency or citizenship. He came for economic reasons. The USA doesn’t allow that for anyone in his circumstances. None of the ways that you have described apply. It’s really not that complicated. This person could not simply "wait X years to legally come in."
