This is the SWS/certain charter model.

So you could complain about city council, the mayor, and DCPS.  You would be correct but I'm not sure you will change anything. Or, SWS parents can simply insist on better, and fundraise specifically for that purpose.  Unlikely to happen given the culture at SWS, though.  [/quote]
