Who does what, for example crimes with guns?[/quote] The basics are that the US Attorney’s Office for DC prosecutes all felonies (and most misdemeanors) committed by adults. There is a section of USAO that prosecutes the crimes that in states are handled by local DAs offices, and these cases are prosecuted in DC Superior Court. USAO DC also has a section that handles federal criminal cases, the same types of cases that USAOs all over the country handle, and these cases are in US District Court. Crimes committed by juveniles that are handled in juvenile court are prosecuted the the DC Attorney General’s Office. There is a small group of crimes where kids between 16-18 can be charged as adults and those cases are handled by USAO DC.[/quote] TY. So it's basically DC (not the Feds) under-charging and under-prosecuting gun and other violent crimes (when the police can make a case, already difficult). If these crimes are prosecuted, our Council has set it up so that anyone under 26 (and let's face it, most crimes in the city are by this cohort) gets quite a lot of 'chances'. Our Council does not seem to care about the actual rehabilitation, halfway homes, or supervision/education/employment--just making sure these perps are adjudicated in line with current thinking about criminal behavior and brain development. So, our homegrown crime wave is our creation and ours to solve.[/quote]
