This is why it’s become so widespread.  Impossible to enforce the rules that are already in place.  So many of these homes are not owner-occupied.  Yet, the ADUs continue to thrive.[/quote]

It's actually very easy to prove: Is it your principal residence in the state property tax records, or not?

Citizenship has nothing to do with it. You don't have to be a citizen to own property or reside at an address.[/quote]
