That wasn't the "promise" that happened before SAWG's final recommendation and the Board's final approval. That's just some meeting for SB members to "hear" the community's "concerns" and reassure them that it isn't their intention to break up the community and they want to keep everyone together. Note your own wording: APS' "intent" - not promise.[/quote]
