She does not have to drive at someone for it to be interference. Using a vehicle to intentionally block or impede clearly identified federal officers is obstruction regardless of speed or contact.

Title 18 Section 111 says there has to be force or credible threat of force in order for it to be felony interference.  Blocking a road, taunting, whatever it was that they wanted to whine about does not meet that standard.  Nor is it credible use of force when they steer the vehicle AWAY from you.  [/quote]
