ATC did tell the helicopter to wait until after the plane passed before proceeding. [b]The helicopter pilots just ignored that.

You seemed to be thinking that 100 ft of vertical clearance is all they expected between helicopters and landing planes. No, that's not how the current system works when pilots obey the rules.[/quote]
