No, this does not.  Mentally ill people that are not dangerous to others can be given more leeway.  Mentally ill people who are dangerous, have injured or killed others or who cannot control violent tendencies, need to be kept away from the general public.  I have no problem with committing them to facilities instead of incarcerating them, but it is not right to let them out in the general public where they are a danger to others.  [/quote]
