If people lost their public subsidies if their 13 yo engaged in multiple violent crimes (like a 3 strikes law), there would be an uptick in parental oversight. In addition, no politician is willing to criticize the personal choices and lack of responsible parenting that is a significant causation factor. Everything is "society's" fault.
