They have not worked for decades because while there are lots of carrots, there are very few sticks.   If people lost their public subsidies if their 13 yo engaged in multiple violent crimes (like a 3 strikes law), there would be an uptick in parental oversight.    In addition, no politician is willing to criticize the personal choices and lack of responsible parenting that is a significant causation factor.  Everything is "society's" fault.  I can believe in systemic societal causes AND expect personal responsibility.  The two are not mutually exclusive.[/quote]
