Manchin was crystal clear with Schumer - months ago - about what he would accept.  The Democrats didn't negotiate in good faith.  It was doomed to fail.  [/quote]

I think it was the constant accounting tricks that did it for Manchin in the end. It’s just not good faith to reduce a permanent program into 1 year and claim that it’s funded. Outrageous.[/quote]
