If flights are being cancelled etc and more than 50% of guests decline - I'd really be calling people up by the 10th of this month, I'd see if I could cancel everything - venue, catering, reception hall. At the very least with 2 weeks notice you should be able to get 80% of your deposit back. Then just have a courtroom or small chapel wedding with close family and head off on a fabulous honeymoon.
