I keep reading about how a homeowner's property is their greatest investment, which makes it perfectly reasonable - indeed, justified - for a homeowner to view a policy's effect on their property values as the most single important thing about the policy. As for people who are already renting out properties illegally, what do you think they're thinking? "I'm already violating these regulations, so I'm going to push for a new regulation for me to violate!" That doesn't make sense.[/quote]
