Pretty sure Navy Yard didn’t have to compete in a DC-wide competition where each neighborhood had to submit reams of data about itself in order to “win” a Whole Foods. One can be against the use of tax incentives to lure businesses like Amazon HQ and be pro-WF.[/quote]
