It does appear to be too top heavy, I've always gotten the feeling that there were too many chiefs and not enough indians, that everything rolled down to the teachers and they are the ones that have to constantly jump through ever changing hoops. I never had the feeling that the principal was in charge or had any autonomy.[/quote]
