There's a HUGE difference between infiltrating for intelligence, versus actually taking control of significant IRGC military hardware and using it for precision strikes on multiple nations hundreds of miles away and Iranian leadership unable to explain or account for it other than some handwavey generalities and "uhh it was a false flag, we'll get to the bottom of it."
