I thought we were talking about YY parents wanting more than a tiny number of truly bilingual kids in the school, and how to attract more. It makes sense to me that the most assimilated families wouldn't generally be high on the fluency scale, at least not for kids. Mandarin is only one dialect, as well as the lingua franca of China.
