NY Flagship schools are nearly all NYS students. OOS students mainly come from CT and NJ the states right near by. They want more students OOS for a bit further away. Binghamton offered my kid in Maryland instate tution for all four years to go there. BTW OOS at 30K is a bargain even at full price. Virginia State schools are way way higher for OOS> [/quote]
