Can local law enforcement arrest ice agents for murder?
There is no statute of limitations in MN.
What about arresting them at the scene? Constitutionally how does that work? Someone calls 911 and reports the shooting. Can local police arrive and arrest fed agents?
They certainly can take the agent in for questioning and decide charges while he is in their custody. Local police have Forensics and a Homicide Division. They are far better equipped to investigate this shooting than ICE agents with 47 days of training. The FBI could also investigate it but ICE does not have the capacity to investigate a homicide.
