I’m not an expert by any means, but I don’t think that what you’ve written about the overwhelming power of POTUS and OPM vis-a-vis feds is all true. I believe Congress does have to approve those changes. And don’t forget that the Republican majority in the House is very slim, and that Rs in the House are fractious. They will need Dem votes to get anything passed, thus giving Dems bargaining chips. [/quote]
