If I understand correctly: FCV has quality top girls teams and a GA charter but no fields, no technical director, an owner that doesn’t care about (including because they’re losing money on) the GA teams, and is possibly about to see a mass exodus of its top players, and Revolution has fields, money, FCV’s old technical director, and a desire to take their club to the next level, but no top girls teams and no GA charter, then Why isn’t the obvious solution for TSJ to sell FCV to Revolution’s owner, who can merge the clubs? TSJ can keep the non-GA teams on which they make money and move them to Springfield / Fairfax (to the extent players / parents will move there), Revolution immediately becomes one of the serious girls programs in the DMV, and the current GA players can remain together.
The biggest question in that scenario is how successful can CC be at convincing FCV's existing GA teams to remain together? And how would BP going elsewhere impact that? There's a very big difference between FCV parents and Revolution parents. Revolution's bread and butter are the kids who just want to play soccer for fun. Those parents are just happy to watch their kids play and most likely aren't even aware of the different "tiers" of soccer leagues/competition. The parents of FCV GA players are a very "different breed" in that respect. They're knowledgeable about the youth soccer landscape and they know what they're chasing and why. So if CC tells those players/parents, "Come on over to Revolution! It's still the same FCV coaches (except for Bobby) and we're still going to train the same way, etc.", all of those parents are going to ask themselves, "Do I believe that? How can I be sure that will be the case in six months or a year from now?" The Revolution TD is not a good coach (or person, for that matter) but he does have a huge ego. If you're an FCV parent, do you trust that he's going to remain uninvolved with the GA coaching and leave that to CC and the FCV staff? Every parent/player is going to have to decide that for themselves but it seems unlikely that everyone is going to decide that they're willing to take that chance.
