It’s the professional jobs in specialized areas (law, cyber, bio/med) that tend to be underpaid, and nearly all of those will top out at or above GS-13.[/quote] Almost any nonsupervisory job in a land management agency, including PhD level scientists and IT. To get to GS-13 you have to manage teams. [/quote] I have a family friend who retired as an attorney for the VA at a GS-12, she went to a top law school and worked there over 30 years but never went into management so she could never go above a 12.[/quote]
