Please elaborate on the private sales your are referring too, and don't embarrass yourself by saying gun shows. Gun dealers already require a license, and are subject to strict audits by the ATF. These audits are very comprehensive and can take weeks to complete as 4-5 agents are digging through tens of thousands of 4473s that you are required to keep on hand for 20 years. Why MPDC doesn't take lost or stolen guns is beyond me. That is another case of laws that already exist, but are not being enforced. Good luck with firearms registration, something tells me that is never going to happen. Permit to purchase might work if you included a permit to carry with it and you abolished the current background check system (Feds are not going to do that). Going through a FBI background check (NICS) then separately applying for my concealed carry seems like enough though. Adding a permit to buy seems like an additional loophole that might disproportionately affect certain groups. Unless the point of the permit is to bypass the background check, this would be a waste of time. Gun buyback programs are interesting, but you are not getting guns out of the hands of criminals by offering them $50-$200. You are getting old (many non functioning) firearms that have been collecting dust in grandmas attic. It is also pretty easy to take advantage of gun buy back programs. You can make a $25 zip gun and turn it in for profit, not to mention all the polymer stuff you can do these days in the confines of your own garage.[/quote]
