Just as an example and not saying this has happened in this case and honestly haven't ever heard of it happening, but what if a church group were to hire their local LE to go check on things somewhere that's not in US if members of their church were in situation or in an incident involving them? Could a Barney level person do that as a private officer or if they go would they be doing so as a LE rep from U.S.?[/quote]

They can go just like any other tourist can book a ticket and reserve a hotel room. BUT they aren’t privy to insert themself into the investigation, have access to witnesses and evidence. Ever. [/quote]

In this case, apparently local LE (from VA) did question what they (here in US) had named a POI. So sounds like they did insert themself into an investigation. No?[/quote]
