Testing, contact tracing, quarantine. Adequate PPE and ventilators and other medical supplies would be a good start, too. Countries that were on the ball haven't had to shut down (Taiwan, Singapore, HK). We dropped the ball when we just let everyone in from infected areas with no quarantines. Google pandemic playbook. The US had a great plan in place to manage these situations. They just trashed it and decided to deny and hide. Now we have inadequate funds for any kind of mitigation. [/quote]
