My point is they need to be found and prosecuted. Both parents must be present for a minor to get a passport.  This is yet another angle of the corruption which required cooperation from people at the post office and/or state department.

You still need one physically there. So who forged the POAs?  This is a big deal. And everyone who looked the other way for a bribe or threat needs to go down too. [/quote]

And these families weren’t the group who gets passports as routine part of life. So either someone pretended to be the parent, or they were duped. This part needs to be investigated too. [/quote]
