Russian education programs for the African students are explicitly designed for these students to return home so their communities can benefit from their expertise. But the Africans who've actually done it, experienced the "streets of Russia" for themselves see right through it, they see that they are unwelcome in Russia, and for that reason, do not choose to stay.
