Now I get it. Let me update the new constitutional amendment you seem to be proposing.

28th amendment: No person of the female gender, between the ages of 8 and 18, wearing a bikini and shouting for her mama to help, shall ever be arrested, or touched. Authorities will ensure that every police car, motorbike, bike, boat and horse carries 1. an assortment of well-fitting clothes, in multiple colors, styles and sizes, and 2. videoconference equipment, with every mama in the country in speed dial, for any said person of the female gender wearing a bikini and shouting for her mama to help to select and dress up, and discuss matters with her mama, before being arrested or touched.[/quote]
