I think it all depends where you are in your life. I'm in my mid 30s and Capitol a hill is THE best neighborhood for me. There are tons of restaurants and things to do, and there is an amazing community feel here. For example, Fragers burned down and the whole community rallied to keep them in business raising hundreds of thousands. How awesome is that? I live near the Capitol, so I'm a blocks to the restaurants in Penn Ave (Sonoma, Bernaise, BeuchertS) a 1/2 a mile to eastern market, Barracks Row, and H St, and about a mile from Archives/Penn quarter. We walk everywhere and I love the architecture here. Similar to Georgetown and Old town. I think there's tons of room for house appreciation here, versus other more establish neighborhoods like G-town. Going back to my original point, in my mid 30s the hill is the place is want to be, regardless of price. Georgetown is too inconvenient for me, but Beautiful. However, if I was in my mid 20s I would probably think the hill is boring because it's far from nightclubs, and that's why I don't see any rowdy frat boys or the Adams Morgan drunks here and I love it. It's a great place for people that have graduated from the night club scene. In my mid 20s I may prefer to live in Logan/U St, where apartments and condos abound, and the party goes on until 4AM. Columbia Heights doesn't do it for me though, too many chains. If I were in my 60s then maybe Georgetown would be appealing, who knows, but so far in my career, I need the Metro. Having lived in Rockville for 18 years, the one thing I know is that I am not going back to the burbs! If you live in the burbs and have been bashing DC on this blog, it's because you have not experienced how great it is to live in the city right now.
Judging from this post and the recent elementary school shooting I am going to say capital hill aka capital kill.
