The fact that, as far as we know, no one has been expelled or counseled out suggests that there really is no clear suspect. GDS would be more motivated to find these students and get rid of them than to keep them precisely because of liability, which suggests that they would do everything in their legal power to cooperate with investigators to find these alleged perpetrators.
