I can see lower division pools with small teams and teams with more turnover having a really hard time filling spots even if every single parent volunteers at every meet. I know there was even a call of people trains in stroke and turn or as refs to come help these pools. However, many upper division pools that teams with 100-200 kids and I am assuming these kids have parents. [/quote]
