DC acrually has less of a vote, if you combine the county votes to make MD and VA. The votes are allocated to the counties that have stations, both MD and VA governors appoint a representative, and congress now appoints a representative. Congress did not always have a seat at the board, but they demanded such a couple years ago as a condition of funding aid. [/quote]
