I live in a pretty quiet, safe neighborhood in DC.  None of the bolded applies to my neighborhood.  I've lived in other cities where I've seen rats (Boston, NY, etc.)--never seen one here.  Also not really affected by the other things, either.  So, it's really neighborhood/quadrant-specific (I'm in upper NW).[/quote]
