The landlord probably regrets renting to these people, but there just isn't much he can do, short of talking to them and asking them to cut it out - especially since he's long distance. If he bugs the new tenants too much, they can threaten to report him for housing violations, at which point the whole place will be shut down. Landlords want problem tenants even less than their neighbors want them, especially in this kind of situation.[/quote]
