Of course, you can't build for under $400K.  An existing plan and site work will put you at $400K.  Then, you still have to finish out the basement which is a key benefit for building new home since you will get at least an 8' tall basement.
It sucks, and the market is what it is.  You can build something for under $500K but still might not look good on the inside.
