It's very straightforward. Not easy, but can be done. Also straightforward, but very easy to do, is to make your own rounds? Gun powder, case, primer, bullet, none of these are particularly difficult to manufacturer, even in a small personal workshop. The chemistry and metallurgy involved have been well established for many decades. Enough machinery is already in private hands that this idea of taxing a bullet is laughable. [/quote]
