My DD was out for several days and did her makeup work only to come home and tell me her science teacher said she won't accept late homework EVER. I waited until six days before the end of the quarter to talk to the teacher and basically say "Is my kid just plum screwed when she gets sick?" and the teacher was like "Holy crap she completely got it wrong! If she comes to me, I'll give her extra credit to bring her grade back up." So I talked DD into doing that and every day it was "Do you need help with your science? Can I do anything to help? Do you have science to bring in to Ms. A today?"
As a former high school teacher, this happens so so often. I always, ALWAYS offered extra credit to kids. I taught at an inner city school and truancy was a big problem. One of the classes I taught was a requirement for graduation and I always gave students who were in danger of failing the opportunity to make up work and/or absences. It was completely up to them to do it. It sounds like your DD deserves to fail if she didn't do everything she could to make up the work, do extra credit, etc. in order to pass.
