I grew up in Bethesda and I live in Bethesda now. I've never heard my DC ever mention anything even remotely like this. This is not about impulse control. The kid punched on purpose. If kids are punching each other in school and I'm not hearing about it from them or from the schools or from other parents, then call me criminally naive. But I seriously doubt it's happening in my DC's schools.
