This is what it was like at my agency. I also came in from a firm, but one with a high pay scale, so I came in at a GS-12, step 10.  During the process, they told me the GS was determined by years of experience, and step was based on prior salary.  Since I was on the higher range for both the GS and step, I didn't negotiate.  It didn't occur to me to ask about vacation, which would have been nice -- 13 days a year isn't a lot.[/quote]
