If Cruz has said that he speaks "lousy Spanish", I believe him. Pretty sure he doesn't speak Spanish well. Aside from that, neither Rubio nor Cruz are going to be big hispanic vote magnets. Cruz is like the Clarence Thomas of hispanic candidates. Rubio has the bona fides (Cuban background), but mostly will get the Cuban vote since that hispanic group is more conservative overall.
