They don't redraw boundaries and class configurations every year based on an incoming K class (wouldn't it be great if they did?!) So pretend in a school there is typically 4 Kindergartens and they allocate budgeting for 4 K classes on the projection that 100 kids will enroll. If only 90 kids enroll because of demographics or a new private school or redshirting or a random drop in fertility, they aren't going to move the school to 3 classes in August. Likewise, if 110 kids enroll, they aren't going to add a teacher. Clearly if the enrollment drops too far or spikes too high they'll make adjustments, but that's only when they really have to.[/quote]
