OP if it will put your mind at ease, I was this way at that age - small, no pubic hair to speak of, and I hadn't really developed yet.  Puberty came late for me and I'm still really short, but I now have a normal amount of body hair and if the huffpo article is to be believed I'm in the 90th percentile (2 out of 3 ain't bad I guess).
