It's just not true, as much as we want it to be.[/quote] As a general rule, the Justice Dept. seems to expect outcomes to match population proportions; anything that differs is flagged as discriminatory. In the instances I've seen, they're generally not looking at whether there is a difference in behavior which cause the disparities. For example, this study in NJ: http://www.nytimes.com/2002/03/21/nyregion/study-suggests-racial-gap-in-speeding-in-new-jersey.html This was another instance where people were complaining about racial profiling and when the data was examined it turns out that blacks were speeding disproportionally. When the justice department found this out they asked NJ to not release the study; I'll let people come to their own conclusions about that.[/quote]
