As a mom of toddler boys only I always wondered why it seemed like dresses were the only or majority option in kids stores! It seems so silly to play in a dress if you are a physical kid. But even just giving a cursory glance it seems like most girls departments don't have a lot of shorts in the summer compared to dresses.
Because there's nothing more comfortable in the summer than a loose summer dress. Of course, it's considerably less comfortable if you have to wear shorts under it.
Well, when I was growing up, it was a camisole and underskirt with tights, sweater tights or shorts under a dress, so although I loved dresses, I frequently opted for lightweight pants. There's nothing like sweating to death because that was the proper way to wear a dress to convince me that I wanted nothing to do with it during the summer. Winter, I went back to my dresses happily. My girls may choose to wear an underskirt or tights while dressing up, and dressing down is either tights or shorts. We don't go back and change before going to play, and underwear always slides, so underskirts without something else wouldn't be an option when dressing casually. Sweater tights are only an option in the winter, and only if it's cold enough for snow pants but there's no snow. One girl prefers pants, one likes skirts every day, the others go back and forth. Oh, and the skirts that come with built-in shorts are a pain, the shorts are always way too loose to be useful, so we take them out.
