The base course has to be dumbed down to meet the lowest achievers since it's politically incorrect to have remedial courses anymore and they are not offered, and no one can fail. So Honors becomes the "base" class. So while not all children are above average, most are certainly above the minimum expectations of the NoVa School systems.[/quote]
